Abstract (EN)
The meaning of urban transformation varies according to different periods and different viewpoints. Nowadays, urban transformation describes the transformation of the city with multidimensional applications. In the historical process it takes place in social transformations parallel to spatial transformations. After the transformation of the society, different demands and desires of the individuals are formed. The transformation of societies brings together the development of societies. The development of the level of consciousness of societies has increased the importance of the concept of rights. In the context of these definitions, after the introduction of the first part of the study, the concepts of urban transformation and participation were discussed in the second and third part of the thesis based on the literature. These two concepts were deeply analyzed. The thesis focuses on the 'legal and managerial dimension' from the dimensions of urban transformation and participation which is the sub-head of the legal administrative dimension. A few basic legal regulations constitute the frame of urban transformation models in Turkey. These are Law of Squatter Houses number 775 enacted in 20.7.1966, Law Numbered 2981 which entails the improvement plans, the 73th article of Law Numbered 5393 which facilitates the urban transformation and development projects, Law Numbered 5366 which facilitates the urban renewal projects the law Numbered 6306 on "Transformation of Areas under the Disaster Risks" At this point, Izmir, which has the urban transformation areas declared according to these laws and where sample participation practices are realized and İzmir Karabağlar district, which has one of Turkey's largest urban renewal area was examined in the context of urban transformation process and participation methods used in urban transformation projects. As a result of this review, the problems and potentials in the system were defined within the framework of İzmir and "Urban Transformation Project of Karabağlar Risky Area" which has been declared urban transformation area within the scope of the law on "Transformation of Areas under the Disaster Risks" (Law No. 6306) which was put into force by the Ministry of Environment and Urbanization. Furthermore, it has been investigated how successful the participation methods used in urban transformation applications are.
