Abstract (EN)

Rapidly increasing urban transformation projects in Turkey aim to reduce disaster risks, modernize living spaces, and improve city skylines. Working with the right contractor in this process is one of the critical elements affecting project success. This study aims to provide a scientific basis that can be used to select the most suitable contractor for urban transformation projects. In the first stage of this study, a survey study was conducted to collect information about the urban transformation experiences and knowledge levels of the flat owners and to determine the criteria they attach importance to in selecting a contractor. As a result of the Relative Importance Index analysis, 17 criteria that the flat owners find highly important in selecting a contractor were determined. In the second stage of the study, SWARA analysis was applied to these determined criteria as a result of expert opinions, and the criteria weights were determined. In the third stage of the study, the weighted criteria were used to determine the most suitable contractor among the three companies for a plot of land in Ankara province using the TOPSIS method. As a result of the study, suggestions were presented to the flat owners on issues they should pay attention to in the urban transformation process and contractor selection, and guidance was provided on using Multi-Criteria Decision Making Methods in contractor selection.
