Law enforcement activities carried out by private persons

Security is one of the most fundamental necessities of both the individual and society. These necessities are satisfied by administrative authorities. Whereas all the activities on behalf of providing the public security were undertaken by the military and citizens previously, then the police agency have been settled. Instead, many public services have been effected from the transformations taking place in the economic and social fields. The private security concept has emerged, as a result of the delegation of authority from the state to private people in the name of preserving the social security. This study that examines the performance of law enforcement activities by private people consists of two main parts. In the first part, dealing with the law enforcement service conceptually, certain dimensions of the law enforcement service diverging from the public service will be explained accompanied with the types and characteristics of the law enforcement. Touching upon the connection between the law enforcement and private security, the reasons underlying the emergence of the private security concept will try to be explained. In the second part of the study, the private security services in Turkey will be elaborated. In this context, historical transformation of the private security services will be examined along with the legal regulations made in this realm up to now. The qualifications required to be borne by private security guards, certain authorities that are owned by them and how the supervision of this sector has already been undertaken will be explained via giving certain instances from the related legislation. Following the one-by-one examination of the competencies beholden to the private security guards, in which situations these competencies can be used will be analyzed.
