State building in Kosovo: An evaluation in terms of national and international dynamics

Kosova is a country which has taken place for long time in human history and the agenda with it's strategic location. It is a place where wars have been made, experienced great pain, takes place under powerful countries dominion with it's ethnical diversity and time to time administrations have changed. With the ending of bipolar world and collapsing of socialism, the incidents and conflicts happened during dissolution process of Yugoslavia, international public efforts for the solution in Kosovo especially not to be repeated what happens in Bosnia have resulted well. It has caused to be saved from Genocidal Milosevic's Regime. After the intervention in Serbia (Air Operation) and considering the causes the sitution leads to war in Kosovo, The establishment of UNMIK, which is under the UN administration, express this administration's effect on building Kosovo government. This text examined the government institutions founded by UNMIK and their operation and administration untill 2008. It is examined in this text, preparing the solution plans about the ways to independance and final agreement, what it means to Kosovo and Serbia, conducting the plan and examining the Kosovo's building as a government after decleration of independents. The temporary self-management, which is handed over to officials in Kosovo during the negotiations which initiated by the UNMIK for the Kosovo's final status, is in way to become a fully sovereign state and Kosova's administration and operation is examined in this text. This text examines the HOTO (hand-over, take-over) between UNMIK and EULEX's inspection on Kosovo's independence and EULEX's consultancy to Kosovo's officials about superiority of the law and the inspections in Kosovo. The aim is to research, after the decleration of independence Kosovo creating government institutions by standing on it's foot and these institutions constructing the government how fast and to which way, and also government structure, country's position and recognition in international comunity. Dialog and negotiations with Serbia and fullfilling agreements, their effects on Kosovo's becoming a sovereign state and EU and Westerm Countries's role in these negotiations has been scrutinised. After become sovereign state, Kosovo's releations with neighbour countries, international organizations and institutions are at which level and is this level fullfilling the requirments are scrutinised.
