Abstract (EN)

As an area related with nature, rural areas are fields in which people inhabit with low value added economic activities and activities directly dependent with nature. To arrange income distribution and provide social peace, all countries on earth should strengthen its rural areas and support the people living in these areas in various ways.Rural areas in Turkey possess important situation for social and economical balance. With development projects and various agricultural supports for rural areas,its aimed to develop rural area inhabitants in economical aspect.In this sense, for social and economic walfare increase, its aimed to support juridical and law natural person investors by financing their eligible projects especially in rural areas with Support For Rural Area Development Programme. Additionally, these projects helps to increase utilization of European Union Funds which is a part of involvement policy for Turkey.In this thesis study, rural area development concept, rural area development policies in Turkey undertaken and project preparation and evaluation criterias for ?Supporting Rural Area Development Programme? analyzed and a sample project practice performed. Thus, a Project preparation guide for rural area projects in the process of European Union involvement,tried to develop.
