Abstract (EN)
This study, which examines the relationship between social culture and organization performance, was shaped considering assumption of performance susceptiveness to social culture. Besides, It was determined that there is a relationship between organization performance and social culture. It was observed that a work culture through the instrument of individual working in public organizations as specifically, and citizen perception through the instrument of target group generally, reflected to citizen and service and perception in the studied literature.According to literature, It is pointed out that social culture collectivist is a feminine, it has a low level of ambiguity and power of distance is high in Turkey. Namely, Society stands as a first when compared to individual. Individuals prefer self-sacrificing and collaborative attitude. An ambiguity in society creates anxiety. In addition, Both of the parts have an egde such as line relationship and powerful-weak in vertical relations.The reflection of this cultural characteristics in public organization is possible through the instrument of norms and values. Superordinate and State has a distinctive importance and sanctity in Turkey, which is collectivist and high powered distance since Otoman Emperor. Expressing consent of the citizens and subordinates to the superordinate and public institutions is unconditional and this consent has a dedicative character. Privileged value is thought that ?State?s and society?s benefit or Common Good? does not fullfill the ?Common Good? idea because of the citizen?s own wishes for ?The Best? in this respect. Therefore, Intervention of the citizens to the service process is not approved well and it is approached with suspicion. An avarage quality of the provided service and quantitative equality provided for citizens in the presentation service is in the foreground.These characteristics of public institutions reflects to their perception of performance. Received datum in the research support these determinations. It was observed that the one side of social culture?s reflection to institutions is related with the performance of the organization and it is pointed out that adoption of the participation in organizations, adherence to organization, citizen-centered approach and service will affect organization performance positively. However, datum of the research demonstrate that although organizational adherence is high in organizations, the attitude and service is frosty. This research also shows that this kind of attitude effects performance negatively.Consequently, It is essential that the organization should benefit from social culture to develop an performance centered attitude in a performance centered management and it is essential to develop a perception of service which is oriented to citizen, service and employee.Key words: Social Culture, organization performance, organization perception, citizen perception, service perception.
