On the base of global economic development, strategic budgeting in the oligopoly market and it's application in OYAK

It's fact that how much hard to estimate the change of customer's demand at it's continuous quality and quantity. In according to these changes, our activities should be planned on the base of corporations and their sources. By regending of those indications, both goals under strategical planning and the source of production and distribution, our activities can be sensitive to these changes. At the present, global environment provides rapid changes and new chances to the corporations. Competition forces all corporations to the after top level service and to adapt new technologies or to lose the market that they have. Being successful means, under this continual change atmosphere, to estimate new conditions at first and to reply them quickly. In order to do that, corporations need reliable information systems that supporting all their activities. These systems provides the corporations ability adapt new changes from practice to logistic, project management, finance, service, distribution, transportation to the production. Today, competition goes up from national level to multinational. The corporations wish to preserve their competition streght and improve it, must go over their visions and strategies. Intense competition enforces the corporations to multiply the quality of to product / service to increase reaction to the market and at the same time to reduce the costs. All corporations are under preparation chains. In order to react quick and economicly to the changes, all functions, processes and sources of the corporations have to be planned in integrity and controlled. The corparations' sources have to be planned according to activity, productivity, and performance, in order to do that they should decrease obtaining time (concept, procuring, producing and distribution), produce in accordance with permonantly changing customer's demand, keep the communication at required level among procuring, producing, selling company with customers. Strategic Budget System is an origin of usage the corporations source. The corporations, don't have organized budget discipline, are doing their work of scattered paper base, putting together work that don't related each other will be in trouble of managing the corporations as because there won't be general information. They will spent a long time and enormous effort to get general and essential information. In this thesis we have examined Ordu Yardımlaşma Kurumu (Army Support Group) which is capable of making business in global environment. This corporation has 37 partnership in different sectors. All the partnerships compete in oligopoly market environment. This corporation streng then itself İn order to be more active across the borders of Turkey. This research about strategic budgeting operations will be helpful for the Turkish entrepreneurs in the global environment. Further more; the objective of strategic budgeting system is to cut down the costs and the process time as much as possible. In every level the idea is to keep it simple. With the proactive mentality it's easier to see the problems in advance and take the corrective actions simultaneously. Decision in every level could be effective through out the whole organization. The effect of methodology change on corporation's global performance could be evaluated. Availability of all data to all workers makes the organizations structure more simple. In classical organizations decision making and data availability could only made by the top level managers. Strategic budgeting solves this problems by decreasing the hierarchy in the organizations and this makes the organizations more flexible.
