Abstract (EN)
In countries such as Turkey, where political parties and electoral systems are observed to impact the national political programs, negative or positive influence on local politics is purported to be the probable consequence. It has been observed that localization, which is coming more into the forefront especially in line with the recent developments, increments the importance of local administration structures, where concepts such as accountability and improvement of service quality have become the homesite for democracy. As for the social requests emanating from daily needs, while result-oriented services carried out via the local governments have turned out to be more valuable because of the principle of affinity to the citizen, the existence of a ruling party and an opposition party that will inspect this ruling party, which in turn, will accelerate public administration through structural reforms is deemed among significant factors in determining local policies. Under these circumstances, the objective of this study is to determine the contributing causes in implementing or targeting to implement local administration policies from the ruling and main opposition parties' perspectives within the scope of the 2014 Local Elections, in addition to the historical development of the local administrations.
