Ports as logistics centers: An analysis in the context of transportation policies applied in Turkey

Abstract (EN)
While the managements are decreasing the costs in terms of the transportation and logistic problems in order to survive in the competition between chains and countries. Compatition among the business increases with the globalization. They aim to increase the level of service supply and differentiation. All these changing conditions have caused countries to support transportation and logistic policies. As the result of these policies, while ports and coastal cities are turning into logistic centers in the world, it is obvious that transportation policies that have been applied in Turkey so far couldn't create a contemporary logistic center. As a consequence, the answer of question in the thesis ?Which policies should be created to form a contemporary logistic center in Turkey?? has been searched. While the answer of this question is examined in the historical process of transportation policies that have been applied so far in the first and second section, it has been examined in the third and fourth section as part of determining transportation and logistic policies that needs to be applied intended for existing problem fields,removing these problem fields and creating a contemporary logistic center in our country by using the Grounded Theory research method. Datas as part of Grounded Theory have been compiled by using five different data collection techniques such as document examination, focus group discussion, observation ımplementations, deep ınterviews and Delphi technique. It has been evaluated that using Grounded Theory pattern which has been used so far to develop theory in creating policies brings in difference to the thesis by using five data collection techniques at the same time with the datas that have been compiled and analyzed including different country experiences. As a result of research, transportation policies are not only enough to be able to create a contemporary logistic center and it has been stated that trade policies should be applied compatible with transportation. Moreover; it has been concluded that a contemporary logistic center can be created in port and coastal towns by keeping the regulations up-to-date,simplifying the themes, applying long term and comprehensive plannings faithfully and in coordination,enabling and sustaining stability occasion with the support of infrastructure investments . A part of results that have been obtained can be described as ?mentioned before? or ?known?. However; it is highly important and meaningful that these policies should be confirmed in scientifical content. Thanks to this, it has been thought that policy producers can have a reliable guide and policies that are produced can be aimed at field by digressing armchair policies.
