Abstract (EN)

Spatial planning is basically the physical growth and development of space in an orderly and balanced manner, taking into account socio-cultural, economic, demographic and environmental dynamics. It is observed that there is a significant complexity and confusion in the distribution of type, scale, authority and responsibility regarding spatial planning in central and local governments in our country. This situation is due to the ineffective coordination of planning processes, as well as some other legal and administrative constraints. Establishing a clear roadmap in the field of planning and strengthening cooperation between central and local governments can help reduce this complexity. In addition, it is also important to obtain the opinions of all actors and stakeholders participating in the planning process and to ensure transparency in decision-making processes. In this thesis, the problems in this context are evaluated in terms of the legal and administrative processes of six districts (Aksu, Döşemealtı, Kepez, Konyaaltı, Muratpaşa and Serik) located in the center of Antalya, and it is aimed to make spatial planning more rational, comprehensive, consistent and more suitable for the needs of the city and society. Thus, some concrete suggestions are made in terms of spatial planning, in terms of planning and approval authorities being used by central or local governments and central institutions being responsible for standard setting, monitoring and inspection. In spatial planning discussions in our country, the question of which plan will be made at which scale and by whom comes to the forefront as a problem. Thus, in the study; the effects of the complexity in the distribution of authority and duties among institutions in the field of spatial planning, which spreads over a wide area from regional plans at upper scales to zoning plan changes at lower scales, on spatial planning processes and solution suggestions that will eliminate this complexity are presented.
