Abstract (EN)
This study aims to examine the fuel consumption and costs of fishing vessels in the Mersin Gulf, focusing on evaluating the effects and significance of tax-free fuel usage. Recommendations are provided based on the obtained data. The tax-free fuel usage of fishing vessels has been thoroughly analyzed at specific time intervals using statistical methods compatible with official datasets and survey results. While there has been a gradual increase in tax-free fuel and oil expenses nationwide between 2004 and 2022, a significant rise, particularly in 2021 and 2022, is observed, reaching 45% in 2022 within the context of fishing activities. In the Mersin Gulf, a total of 38,103 mtons of fuel was provided to fishing vessels between 2018 and 2022, and the average price per liter of tax-free diesel increased from 16.882,44 TL in 2018 to 41.072,76 TL in 2022. During this period, a total fuel discount of approximately 96.769,74 TL was granted to the fishermen. According to a survey conducted in October 2023, fuel expenses are identified as the primary cost for coastal fishermen in the Mersin Gulf, with 97% of captains considering the tax-free fuel support insufficient and expressing the need for discounted fuel support from the government. The study emphasizes the importance of continuing tax-free fuel support for the Mersin Gulf, along with providing other incentives to support regional fishermen, taking into account scientific studies conducted in the region. These supports are crucial for the sustainability of traditional coastal fishing and hold significant importance for the fishermen to look optimistically towards the future.
