Abstract (EN)
The structural transformation processes of agriculture have made the dispossessed peasantry subject to market requirements and capital since the 18th century, when the capitalism began to develop. Basically, this study deals with how the small peasantry transforms into seasonal mobile agricultural workers in terms of both agrarian policies in the world and Turkish politics on agrarian economics. The field work was carried out with 118 seasonal agricultural workers in Boztepe district of Kırşehir province in July 2018. From micro perspective, specific to Boztepe, it seems that most of seasonal agricultural workers, who take part in labour intensive process of agriculture, have no other legal connection with the state except a compact of citizenship. In the light of the field survey data acquired from Boztepe' s rural area, this study aims to examine the level of use of public services received / not received by seasonal agricultural workers, a group of socio-economically disadvantaged people exposed to poor living conditions in their working area.
