National property and treasury immovable goods administration

Due to the property regime of the Seljuk and Ottoman Empire and alsa the govermental structure of Turkish Republic, more than 50% of our country?s (surface) area belongs to the State Treasury. This rate is still increasing because of the ongoing cadastral surveys through the country and transfer of goods to the State Treasury with the help of donations and , various laws.The legal people of the public administrations within the scape of General Budget, which are stated in the scheme I of Financial Management and control law 5018, are named as Treasury. As the organizations which are stated in the above mentioned scheme do not have the right to own property their immovable properties are added into registry of title deads in the name of Finance Treasury.The General Directorate of National Property, which place takes Ministry of Finance sone of the units of the management of immovable properties that belong to Finance Treasury.Within this study it is aimed at explaining how the immovable properties of Treasury. Are managed by focusing on the history of the General Directorate of National Property beside with its structure and responsibilies; as well as emphasizing on how the Treasury acquire goods and properties, the process of liquidation of its immovable properties and various procedures and consepts related to management of of its immovables.Key Words: National property, Treasure Land, Ecrimisil (Using the cost of), Detection, Sales, Easements Rights, Transfer and Abandonment
