PROCESS MANAGEMENT IN REACHING AT MISSION AND VISIONAND A CASE STUDY İN THE GENARAL DİRECTORATE OF PTT(M.Sc. Thesis)Muzaffer CANTURKGAZI UNIVERSITYINSTITUTE OF SCIENCEDecember 2005ABSTRACTIn recent years, mission and vision have become indispensable concepts whichoccupy continuously the agenda of the developed and developing countries andare taken into consideration by the countries, public and private institutions intheir activities.Concepts of mission and vision require time horizon and planning as per theirstructures and many infrastructural systems are needed in order to realizethem.From this aspect, the required infrastructural systems are described in therelated chapters and it is explained that with the added values it is possible toreach mission and vision.In this context, the routes from the studies of system approach, the process inthe system approach, the process management, management with processes tomission and vision have been explained.On this subject, some examples related to accession studies of GeneralDirectorate of PTT from functional management style to process managementhave been presented.As can be seen on these examples, analyses of operations and transactions whichare determined as the main status and unit duties of the establishment havebeen made. These analyses have been related and coded with the articles of ISO9001 Conditions Standards. The Process Cards and Operation Flow Schemes ofthe duties of the establishment which are included in the laws and relatedregulations and of which operation analyses were made have been prepared andprocess chains have been formed. The personnel have benefited from theprocess chains documentation which was prepared for increasing the efficiencyof the operations and transactions and as a result an increase in the productivityhas been observed. The former and the present situation of the processmanagement applications in the establishment has been evaluated and theevaluation concerning the surplus values which will be contributed to theestablishment thanks to the process management and the decisions related tothe functional management changes that have to be taken are specified in theresult section.When the subject is examined entirely, the phases and order of these phases tobe proceeded in orders to reach mission and vision from system approach toprocess management, from process management to management with processescan be seen.Key Words : Standard, System, Process, Quality, Quality Policy, Mission,Vision, Post, PTT, Distance
