The transforming effect of neo-liberalism at public administration: The study in the example of indipendent administrative authorities in Turkey

Liberalism has directly influenced the state structure every time. Especially, the neo-liberal politics that have began to put into practice in post 1980 period, transforms public administration mechanism by influencing economic, politic, social and judicial structures of countries.By 1990?s process that known as ?governance? modal, predicts radical varieties in administration system and forms new actors in political decision mechanism. This modal which is presented with more democracy slogans, adds domestic and foreign capital owners to process as new actors of political decision mechanism, deactivates the other social sections. With governance modal, the structures and mechanisms of foundations which are in administration mechanism are being redefined and new foundations are being formed.Some senior authorities which must be related with legislative, executive and judgment are assigned to Independent Administrative Authorities which are appeared as a result of that process. Independent Administrative Authorities which have started to form by 1990s are at an exceptional position in administration mechanism, in point of their authorities and missions.Independent Administrative Authorities are working order in a wide area; agricultural sector, communication sector, financial sector, energy sector etc., with their senior authorities, are deactivate national decision mechanism and reform economies how the global forces? profits need.In this way, a global colonial world system is being organized. In this system, the new function of state is to provide to colonize society by global forces.
