Abstract (EN)

The states of Iraq and Turkey, whose international relations have a historical background, were governed together under the same state system for many years under Ottoman rule. This meant that the two societies were not alien to each other, and it also created a picture showing that they could get along better with each other in a prospective international agreement. In the process that started after the fall of the Ottoman Empire, relations between Iraq and Turkey have continued on the basis of brotherhood and good neighbourliness. The British ambitions in the Middle East had reached a serious point especially in Iraq due to Iraq's oil revenues. So much so that for many years, Iraq's oil exploration, extraction and processing had been carried out entirely by large companies of British origin. The British, fearing the loss of these revenues, forced the country to run with a shadow cabinet in a state of constant internal turmoil, while on the other hand, they prevented the country from making any agreements even with its neighbours that would harm the interests of the British. This situation continued until the introduction of a semi-democratic system by introducing the prime minister's office in the state along with the monarchy in the administration. Nuri Said, the son of a simple and poor family, was a statesman who took part in the state bureaucracy in Iraq in different periods and rose to the position of prime minister. This person, who did not hold back from any move for the interests of Iraq, was also labelled as the 'Man of the British' for this cause. Nuri Said, who stood out with his structure that opened the state to the outside world, was more active in establishing warm relations with Turkey, where he received military training, as he made serious openings with other states during his period. Many economic, agricultural, cultural and military developments took place during his period. At this point, he signed some agreements with Turkey at the expense of being exposed to the reactions of Arab countries and laid the most concrete foundations of the relations that have reached certain levels today
