The evaluation of school actors' opinions on quality standards in primary schools

Abstract (EN)

In the 21th century that called as ?information age? the developments in science and technology area are rapidly improving. In order to adapt society to these developments, it is only one possible way that individuals have to be educated according to the conditions and situations of the age (Drucker, 1993:385). Therefore, societies need the schools and educational environments that give more qualified and better services.Quality Standards in Primary Schools (QSPS) is a system where it is seen the determination of current situations among schools, the differences between the real situation and the expected situation of schools and according to the results it says a school has to have these qualifications. Moreover, by the help of this system, schools give more qualified education based on proofs and data (MEB-UNICEF, 2009:8).The aim of this study, to have frequency and percentage of school actors? opinions on quality sub standards then, to determinate the meaningful difference among school actors? (administrators, students, teachers and parents) opinions on quality sub standards and finally to show the effect of these meaningful difference among school actors on school development. In this respect, the opinions of 230 administrators, 230 teachers, 230 students and 230 parents in Ankara taken by the ?Perceptual Benefit Scale?. The data analyzed by SPSS 17 statistics program using Descriptive Analyze, T-test and One-Way Anova methods.As a result of the study, when frequency-percentages data is examined, it can be seen parallelism between the administrators? opinions and the parents? opinions according to sub standards and these are mostly positive about the usage of these sub standards. On the contrary, the students? opinions about the efficiency of the sub-standards are low. Teachers? opinions don?t focus on one point.When school actors? opinions according to their genders are examined, it can?t be seen any meaningful difference between students? and parents? opinions and their genders according to sub-standards. There can be meaningful difference between administrators? opinions and their genders according to four sub-standards and teachers? opinions and their gender according to two sub-standards. Besides this, when the meaningful difference between school actors? opinions and their ages, it can be seen meaningful difference according to four sub-standards.As school actors? opinions examined, it can be seen meaningful difference among the groups. Generally, the meaningful differences are between these groups: administrators? and teachers? opinions, administrators? and students? opinions, teachers? and students? opinions, teachers? and students? opinions.To sum up, for the more qualified education, the participation of parents to the decisions related to their children and them is very important. Participating parents to the decisions make them an important part of a school management. Besides this, participating teachers and students to the decisions related with them is useful for school development.
