Abstract (EN)

The provincial administrators of the Ottoman Empire were able to earn a place in history with their military and administrative activities. However, some of them stood out among their peers with their arts and scientific skills and came to the forefront. Çeteci Abdullah Pasha, one of these administrators, made a name for himself with his military and administrative services in various regions between 1737-1760, and became famous for his bandit pursuit and severe commander. Pasha, who was also a poet, calligrapher and scientific author, was known as a dual-sided state administrator with various construction activities in Diyarbakır, Erzurum and Palastine. The main theme of this thesis is to tell the story of a provincial administrator in the Ottoman Empire by determining the events that a dual-sided state administrator went through during his 23 years of service, his behavior towards the orders given and his perspective on the events. The study was prepared by utilizing archival documents in various funds, first and second-hand sources. This work, which emerged by comparing and interpreting the materials obtained, has been written in order to contribute to the studies on the biographies of Ottoman state administrators.
