Abstract (EN)

Today, business administration understanding has changed and people oriented approaches have been adopted in consequence of the thought of ?What is necessary for the business efficiency is goods and the employees producing the service.? In this case, performance evaluation of the employees has gained importance. We can define the performance evaluation shortly as a system in which the business success of the employees is measured at certain periods. While the performance evaluation has recently gained importance in our country, comprehension of its importance and the application have occurred in private sector before the public organizations. 10In the process after the application of performance evaluation to the employees, the notion of ?motivation? comes into prominence. Motivation can be defined extrinsically as making the individuals work at the desired quality and quantity, and intrinsically as the power which impulses the individual to perform any work. Therefore, ?What motivates the employees to work more?? is the question that every director (principal) wants to find the answer. The objective of the study is to examine the relation between performance evaluation and motivation on municipality employees. The study consists of five sections; and first section discusses performance, performance evaluation concepts, importance, purpose, benefits of performance evaluation, performance evaluation process, methods and performance evaluation management. Second section discusses the notion, definition, importance, process, theories, tools of motivation and the effects on the motivation of the workers. Third section explains the method of the research, and fourth section covers the findings and comments. Finally, fifth section covers the conclusions and suggestions. In the statistical work, S.P.S.S 17 program has been used, and Mann Withney-U, Kruskall Walls-H test, correlation and regression analyses have been made. As a result of the study performed, it has been found that performance differs significantly according to only educational background among the demographic factors, and comparison based performance evaluation which is sub-dimension of Performance differs significantly according to marital status. Motivation, however, is found to differ according to marital status, educational background among the demographic factors, and granting privileges, which is a sub-factor of motivation, differs according to marital status. Finally, it has been understood that there is a positive and linear relationship between performance evaluation and motivation. In the regression analysis, regression model made for testing the response of the motivation level to performance evaluation level is statistically significant. (F=432,337; p=0,000<0,05). When the performance evaluation level increases 1 unit, motivation inventory increases 0,894 unit (ß=0,894; t=20,793; p=0,000<0,05).Key words: Performance, Performance Evaluation, Motivation
