Abstract (EN)
Personnel Evaluation Systems, in its simplest form, appear as an evaluation process in which the results of the employees are recorded in an accurate and principled way by their superiors within the framework of predetermined standards. Multi-Criteria Decision Making Methods are a set of methods that support the correct decision making by taking into account many factors in choosing the best alternative for solving a problem. There have been many studies in the literature examining MCDM and MCDM processes and suggesting different solutions to the same problems with these methods. While some of the studies are related to the use of the mentioned methods alone, in some of the studies, more than one MCDM method has been used jointly and different solution alternatives have been produced. MCDM methods have been increasingly used in the developing technological environment in terms of providing support to the decision maker with the type of problem and the characteristics of the available data, as well as revealing solution alternatives. In this thesis, it was aimed to synthesize the evaluation process to be made and to obtain a new perspective on the transition between objectivity and subjectivity, which is a major problem in evaluation, and a new solution was developed by using MCDM methods and existing real data in the evaluation process. In the study, among the MCDM methods; TOPSIS, Swara, Entropy and Analytical Hierarchical Process were used, a new method was developed in personnel evaluation by integrating it with competency evaluation, and this method was made electronic for ease of use.
