Transition from the personnel management to human resources management; the sample of municipiality of Çanakkale

The aim of this study is to determine the changes experinced during the transition period from the public personnel management to human resources management and the effect of these changes on the employees.In order to reach this aim, a survey has been prepared and conducted to the 126 employees of the Municipality of Çanakkale.The analysis of the survey has been managed with SPSS 15 package programme. Statistical frequency and determining percentage have been used in order to find out the effect of the transition period of human resources management on the employees. The differentiation of these effects in frame of the employees? demographic characteristics has been tested with t-test and variation analysis methods.In the conclusion of this study, it has been found out that employees of the Municipiality of Çanakkale have not perceived the changes in the transition from the personnel management to human resources and the positive sides of the changes have just begun to be perceived by the employees.Key Words: Personel Management, Human Resources Management, Çanakkale Municipality
