Abstract (EN)
The topic of this study is a comprehensive examination of the Cyprus Problem in the context of plans, reports and negotiation processes. In this study, the question of why the Cyprus Problem, which has an extended history, has not been resolved over the years and why it has become more of a complex problem in time, has tried to be answered. In addition, the study discusses how the problem can be transformed from a zero-sum game model to a non-zero-sum model, based on comparing Cyprus and its vicinity to a game scene. In other words, an answer was sought to the question of how to reach a state of equilibrium in which the parties are rivals but both sides can be profitable. The boundaries of the study were the plans and negotiation processes put forward for the solution of the problem prior to and after the establishment of the Turkish Republic of Northern Cyprus (TRNC). Working within these boundaries, the emergence of the Cyprus Problem amongst the parties, gaining an international dimension, initiation of solution negotiations and the thesis of the parties have been dealt with. Ongoing solution negotiations between the parties on the basis of the federation after the establishment of the TRNC, the Annan Plan and the referendum process, the solution negotiations during the era of Mehmet Ali Talat, Derviş Eroğlu and Mustafa Akıncı have been widely discussed. Moreover, the policies of regional and global actors involved in the Cyprus Problem directly or indirectly were examined. The direct parties to the Cyprus Problem, Turkey and Greece in the crisis and how the problems experienced in the region of the Eastern Mediterranean are discussed within the scope of securitization or non-securitization rhetoric of their leaders. Again, in the study, the theses put forward by the TRNC and the Greek Cypriot Administration for a solution in the Cyprus negotiations, which started in 1968 and continued with interruptions from time to time until 2020, were examined and an assessment was made as to whether they are applicable for a permanent solution.
