Political life in Kastamonu (1923-1950)

In this study, the political life in Kastamonu between 1923-1950 is discussed. People's Party, Progressive Republican Party, Free Republican Party, Democrat Party and Nation Party were founded in Kastamonu from 1923 to 1950. Until 1946, general elections began to be held in two stages, and after 1946 as a single stage. Eight general elections were held between 1920 and 1950 and 46 deputies were elected from Kastamonu in these elections. 9 out of 46 deputies were elected from Kastamonu for two terms, 4 for 3 terms, 1 for 4 terms, 1 for 5 terms and the others for a single term. Among the elected Kastamonu deputies, there are many well-known and important names of the period such as Abdülkadir Kemali (Öğütçü), Yusuf Kemal (Tengirşenk), Halid (Akmansu), Tahsin Coşkan, Hüsnü Açıksöz, Hacer Dicle, Fahri Ecevit, Hamdi Çelen and Hilmi Çoruk. Kastamonu deputies took part in various commissions in the Grand National Assembly of Turkey and carried out a total of 940 activities. The most active Kastamonu deputies in the parliament Abdulkadir Kemali (Öğütçü), Halid (Akmansu), Dr. Suat (Soyer) and Muzaffer Akalın. Tahsin Coşkan, Veled Çelebi İzbudak, Hilmi Çoruk, Nuri Tamaç, Hasan Fehmi (Tümerkan) and Ali Rıza (Direkoğlu) were the longest-serving Kastamonu deputies. Municipal elections were held every two years from 1922 to 1930 and every four years from 1930 to 1950. All municipal elections held between 1922 and 1950 were held in two stages. In the municipal elections, first the members of the municipality were elected, then the members of the municipality gathered and elected one of their own as the mayor by secret ballot and unanimity. Among the mentioned years, İshakzâde Hacı Necip Efendi, Hilmi Çoruk, Cemal Bey, Abdullah Öziş, Adil Yücebıyık, Mustafa İzzet Okay, Zeki Cemal Bakiçelebioğlu, Şerafettin Sabirinyiğit and Dr. Rusuhi Akalın was elected mayor and served. The main source of the research is the Prime Ministry Republic Archive Documents, the translations and election records of the Kastamonu deputies, the TBMM Records Journal and the Grand National Assembly of Turkey Minutes, the local newspapers and official newspapers, the Turkish Grand National Assembly publications on the subject, research and analysis works.
