Abstract (EN)

Current market conditions and increasing competition force organizations to use time and budget efficiently. Organizations need to focus multiple options that will serve multiple goals at the same time in order to adapt to market conditions and to satisfy customers' needs. The increase of technology and industrialization is increasing the importance of these goals. To ensure that organizations stand out in the competition, it is important that projects are completed as quickly and as cost–effectively as possible. Thus, the problem turns into a trade–off problem. However, creating a model based solely on time and cost means deriving the impact of other important concepts such as quality and risk for organizations. Because of this reason, there is a need for more appropriate and useful models that take into account not only the completion time and the budget but also the quality and risk factors. Trade–off problems occur where customer requests are satisfied in accordance with the expected time and budget. Day by day quality and worker safety are also expected by customers, two dimensional trade–off problem firstly transforms three dimensional problem, then four dimensional problem. In this study, a weighted time–cost–quality–risk trade–off model is presented. The aim of the work is to develop a multi–objective optimization model for the problem, based on some realistic assumptions, to minimize the time, cost and risks while maximizing quality and ensuring that the product/project is completed as required. Analytical hierarchy process method was used to determine the weights of the quality parameters in the model created by weighted goal programming. In the model, 3T risk assessment method used in occupational health and safety studies for the risk assessment that began to be seen in the literature in recent years. An implementation on a hangar – laboratory project's actual data is given to present the model more tangible. The mathematical model is coded in GAMS and optimized with CPLEX.
