Project management approach in road construction with implementation of increasing the sand equivalent

Every year a large part of the funds and financial resources of the country invests on huge development projects, including the road projects. Given many problems arising in the implementation of road projects, which are in particular related to three factors of time, cost and quality, has increased the importance of providing executive and reliable solutions by using modern sciences and technologies more than ever. In addition, this legal requirement in the use of Value engineering in project management in state and national project management causes the need for a comprehensive and applied approach that can be used to guide managers and experts of the projects. Although governmental organizations, especially the Organization of Management and Planning of Iran, have developed rules and guidelines associated with this method, but there have been limited studies for finding solutions to improve the implementation of government projects and to assess their problems in terms of time, finance and quality in the engineering association of the country. Therefore, this study aims that to go the first step properly and with considering of all the aspects and hopes that the results of this thesis, specifically those parts focusing on the development of the laws and procedures, would be helpful by scientific and academic centers and authorities. In this study, using Value engineering in project management, a new innovative approach in the construction projects is used. Given the high cost of the project and difficulty of its implementing as well as high duration of project's implementation are among the main reasons for value engineering projects in construction projects, an innovative approach was used as the main instruction. Increasing the Sand Equivalent in the preparation and implementation of the sub-base using the mountain rock was a new approach that was used, which ultimately improved quality of implementation based on technical principles, reduced cost, reduced time, and increased efficiency of devices and machinery.
