Abstract (EN)
The Cold War period was a period that experienced war in more than one region and paved the way for the formation of more than one method consisting of regular and irregular warfare methods. The transformative feature left behind by the Cold War has shifted the struggle between powers to different axes. The concept of war, which has undergone a transformation after the Cold War, has not actually changed. There is more integration of tools and methods that are just being used. The aim of the post-Cold War Hybrid War method is to explain the power of the strategic use of non-military vehicles, which are the continuation of the existing methods we have witnessed. Although not much work has been done on it, it can be said that the method has been frequently used discursively in recent years. The study will focus on the critical evolution and strategy for policy and military practitioners from the perspective of the parties, by comparing the definition of the concept of Hybrid War by the USA and Russia. At the beginning of the reasons that make the method important in international relations; military, political, economic, political and technological features. In the study, it is seen that the USA has a great contribution in the historical development of the Hybrid War, which is defined as a method used against Europe and the USA. The method used by NATO in 2011 has also increased the use experience of member countries. The fact that this method, which develops with the support of technological developments in the globalizing world, is a method with less cost and higher returns has made significant contributions to its use. After the Cold War, the superpower USA's desire to fill the post-USSR regional power gaps by using Hybrid methods contributed to the development of the Hybrid War method. It is an indirect form of intervention that the USA has frequently used for the purpose of protecting geostrategic egions and where there are regional conflicts of interest from the Cold War to the present.
