Abstract (EN)
The primary purpose of health systems is to protect, improve and promote health. Achieving the right to health can only be possible with the right policies, the right goals and the right strategies, where the resources allocated to health are used effectively. Health Technology Assessment (HTA) is a tool that provides policy makers and decision makers regarding the use of health technologies with evidence-based information in developing and implementing sustainable health policies. Both policy makers and institutional decision makers should consciously implement HTA processes in order to provide health services with the desired quality, quantity, effectiveness, reliability and at affordable costs. The primary aim of our study is to reveal policy recommendations that will enable the Turkish Health System to internalize the HTA application and to operate it effectively. In this study, first of all, the structures and practices of health technology assessment of countries with different characteristics around the world were examined in order to provide a different perspective. Then, the institutional structure and practices of health technology assessment studies in our country were examined and the examined world examples and our country's practices were compared. In this study, it has been determined that HTA applications contribute positively in many areas in the health services market application, examples with central and independent institutional structure produce better results than applications with distributed structure and HTA applications have very beneficial results, especially in reducing financial pressure on policy makers and decision makers. In the light of these results, it has been concluded that HTA applications are an indispensable tool for all country health systems. Keywords: Health, Health Technology, STD, HTA.
