Abstract (EN)
In this theises, the main emphaieses is to define what identication cards are, by examining identification card fraud incidents and their effect on the society and how identification cards evolved. In order to broaden the perspective, victims of identification card fraud incidents examined in detail, with special emphaieses on procedures utilized in identification card frauds. As weall know, using fake identification cards is an indispansable way for those who want to make profits for themselves in an illegal way. The victims of these incidents is accused by what others did and the trust of victims of these incidents to the goverment is diminished inevitably. In order to prevent these, a new, secured, contemporary identification card system must be designed. In this context, biometric systems, which are universally accepted and obeys with international law, must be utilized in all instituions under project name Identity Share System which is a subproject of ongoing project Mernis. With the help of this project ?Identity Share Project?, we aim to completeley prevent, if not possible, to minimize identification card fraud incidents to prevent people and goverment from foreseen economic losses
