Abstract (EN)

The effects of the French Revolution of 1789 was damaged in the Ottoman Empire's multinational, which has peacefully managed many ethnic origins throughout history. After the revolution nations of the Ottoman Empire especially Christian tebaa was effected dramatically. This situation was getting damaged against the goverment authority and the result of this period minorities started armed rebellion efforts against the Ottoman Empire, which they lived with peacfully for many ages when the Ottoman Empire powerfull. Minorities disturbances caused the Ottoman Empire to struggle many problems both interior and international concept. The Armenian reforms, determined by the Ayastefones and Berlin Agreements accepted and signed by the goverment after the Ottoman- Russian war of 1877-78 gave very extensive rights for Armenian tebaa. Although the reforms on the minorities right were accepted by the goverment, the fact that after these treaties attitudes of Armenians changed harmfully against the state establishment. After First World War broke out minorities in The Ottoman Empire accelerated their activities harmfully, these underground activities were gained ground and the result of that backstab the Ottoman army by means of great uprisings and revolt. Since the policies implemented to discourage the Armenians had failed, Union and Progress Government had to decide that the Armenians in this region should be transferred to another point within the borders of the state. Arabs, another tebaa of the Ottoman Empire was influenced by the concept of nationalism, could not obtain the sufficient reforms they demanded from the Ottoman Empire despite some gains like representation in parliament, dissociated their unity with Ottoman administration by the way subsidization of big countries or düvel-i muazzama. The discomfort felt by the Committee of Union and Progress, and nationalism became widespread after the French Revolution among Arab intellectuals. Enver Pasha, War Minister, disturbed by this formation, asked the Cemal Pasha, Naval Minister and Commander of IV. Army in Syria, accepted the duty of commanding of the Syrian army, to prevent the formation in the region. Cemal Pasha, who tried to deter Arab intellectuals from their targets by following a moderate policy in the first days of his duty, realizes that this effort is not working, he ordered those responsible for being and tried in Divan-ı Harb-i Örfi courts. After these trials, some Arab families were transferred to different parts of Anatolia.
