Cooperations of metropolitan municipalities and non - governmetal organizations

At the present time, Obviously, In Countries where central administration mentality is doninant, people experience difficulties; in identifying the needs of provincial cities, in meeting these needs and in determining the operations to meet these needs. It is clearly seen that even the municipal corporations that are connected to the central adminitrations need support, cooperation and different opinions at some points. Even there can be some points where the metropolitan municipalities which are the most important ones of the municipal corporations in our country are sometimes inefficient.A supporter a partner is needed to take the pulse of community and produce some applications according to their wishes, to set up projects that will develop the city socially and take it a step forward. At this point civil society steps in. With the changes, on the legislations of Municipalities and Metropolitan Municipalitites, civil society is given a place; and some ragulations are added like expressing opinions at various degrees and possibility of cooperation with civil society when needed. Brought by the Municipality Law no. 5393, the City Council application is the biggest step in this case. In the first part of the first chapter of our work; the notional frame of the non-governmental organizations with its historical dimension, its general qualifications and features and the legislations of non-governmental organizations are handled also the concept "governance" is explained. In the second part of the first chapter; The historical dimension of the metropolitan municipalities is mentioned shortly, Its missions and working bodies are explained within the scope of legislation and foundation and missions of city councils which are legalised by the Municipality Law no. 5393 are handled. In the first part of our second chapter; The legislations that make the cooperation between civil society and the metropolitan municipalities possible are mentioned, the solemn frame of city council is handled and common ground providing areas are tried to be determined. In the second part; there is the works of Izmir metropolitan municipality which is chosen as an example and on whose cooperations with civil society a research is done. In the conclusion chapter of our work; considering all the informations in our work the cooperativeness understanding of metropolitan municipalities and non-governmental organizations is evaluated and on the determined deficiencies an evaluation is done.
