Development of administrative fines in social security law and analysis of their effects on unregistered employment: Recommendations to prevent unregistered employment

Unregistered employment, which is one of the most important problems of our country and constitutes the largest part of the informal economy, has started to create serious problems in terms of the national economy in time and the burden on the continuity of the system and the state budget has become controversial. Precisely determining and preventing the reason of high informal employment in our country does not depend on a policy that can be implemented alone and constitutes many issues within the social, legal and cultural field. Informal employment, which has positive consequences such as reducing the informal employment in the short term and increasing the income of low-income citizens, also has negative effects threatening the economic, financial and social stability of the country as a result of the deterioration of justice in income distribution by reducing the revenues of the state in the long term. Therefore, the purpose of this study is to determine the extent of informal employment, which is considered as one of the most important obstacles in terms of economic development, income distribution, and the power of administrative fines to prevent informal employment and possible solutions to prevent informal employment. In my thesis; definiton of social security, the concept of insured, the historical development process of social security institutions in our country and in the world, the subject of social security, objectives and financing methods, unemployment and full employment concept, administrative fines, judicial fines and applied to prevent unregistered employment policies and recommendations are examined.
