The application of strategic management model at The Ministry Of Agriculture And Rural Affairs

This study aims to reveal the perception levels of managers and other personnel at the Ministry?s rural organization regarding strategic management activities in the context of successful application of the strategic management model at the Ministry of Agriculture and Rural Affairs (MARA).To do this, the studied variables are measurability of services offered by the organization, in-service training, organizational law, effects of strategic planning on organizational management quality, steering the staff to strategic targets and target raising trends, organizational evaluations in the scale of management?s environmental harmony and strategic management in addition to the demographical issues including gender, age range, years of employment, school and department of graduation.The study universe consists of 25.776 persons employed at the provincial organization of MARA. And the sample consists of a total of 401 randomly chosen persons, 232 of which are personnel working at various divisions and 169 of which are executive personnel including provincial directors, deputy provincial directors and heads of divisions at the Ministry?s 20 Provincial Directorates. Data required in order to be able to find solutions to the sub-problems of the study are gathered from the personnel of MARA?s provincial organization through a questionnaire. Random method was adopted in determining the provinces from where the data would be collected. The questionnaire was first applied on a pilot group, the measurement tool was tested for validity and reliability, and necessary improvements were made in the measurement tool depending on the result achieved. Frequency (f), percentage (%) values were used, and t-test, one-way analysis of variance (Anova) and chi-square test were employed to analyze the data.Transition to strategic management in the public sector is a widely accepted objective at MARA, as is the case in the entire public sector. Following the enactment of law no 5018 aimed at the legislation infrastructure to this end, strategic planning was considered as a means of application of strategic management, and the strategic planning approach has been more at the focus during the application phase. At MARA, rather than the basic elements of strategic management where all of its functions and elements are adopted in a holistic approach, it is seen that the strategic planning practice, which is used more as a tool for the implementation of strategic management, is used due to the general approach of the public administration in this regard. We consider that the requisites of the strategic management process will be finalized by first creating a performance program, preparing a performance-based budget and finally starting monitoring and assessment studies relating to the objectives and targets established in the plan.No similar historical studies were available at MARA. So, it can be considered that this study will be referred to as a source in similar future studies, significantly contributing to the formation of a strategic management perception level that will serve the Ministry?s strategic purposes.
