Abstract (EN)
The ethnic problems, although initially emerging as a part of domestic politics, quickly become a part of international politics, endangering the national and regional existence of states. States that are forced to combat ethnic-based terrorist organizations utilize various parameters to bring an end to these conflicts. While military methods have been initially employed and achieved a certain level of success in counterterrorism, it is understood that conventional counterterrorism approaches are insufficient in resolving conflicts arising from ethnic terrorism. Therefore, it is recognized that an effective struggle necessitates a comprehensive approach addressing the underlying causes of this issue. In this context, it is undeniable that intelligence agencies, which are established to acquire and possess information, play a vital role. Hence, the main aim of this study is to explain the role of intelligence in combating terrorism in Turkey and to demonstrate the historical development of the structural, legal, and technological aspects of the intelligence-providing institutions. The PKK terrorist organization is taken as a case study, and the structural, legal, and technological changes in Turkish intelligence agencies from the establishment of the organization until the present day are examined. The research reveals that traditional security systems, military or intelligence organizations, are ineffective in effectively combating asymmetric threats. Therefore, it emphasizes that Turkey, as one of the countries combating terrorism, needs to increase its intelligence capacity and continuously develop its security systems. Furthermore, the study shows that the intelligence needs in Turkey's fight against terrorism have changed, the distribution of duties and authorities between military and intelligence agencies has been reshaped, new organizational structures capable of fulfilling new responsibilities have been established, and efforts have been made to integrate technological advancements into intelligence institutions. Additionally, it highlights the potential use of artificial intelligence-supported modeling and simulation studies that have emerged with technological advancements, both in counterterrorism efforts and in demonstrating the development and shortcomings of intelligence agencies. Thus, the study aims to contribute to the understanding of counterterrorism strategies and the development of intelligence institutions.
