Practicability of collective aggrement and strike rights for civil servants of Turkish Armed Forces

Nowadays it is believed that collective agreement and strike rights are theextended part of organization right and without these rights, unions can not be active. Onthe other hand, the participation of workers to the government through unions areevaluated with in the union rights. The determination of working conditions and orderand the provision of communication between workers and government throughcollective agreement or consultation agency in order not to improve the professionaldevelopment bring up the feature of union which has the right to participate thegovernment.To give union rights to workers with international agreements is involved in thisrespect. But as workers, public workers can not benefit from these union rights. Today itis argued that union rights validity for workers and employers are not appropriate. In ourcountry, the right of organization of union for public workers continue to be a currentmatter. As in most countries in the world, in our country, public workers can not benefitfrom collective agrement and union right. In that point, it lies tahat government does notwant to cut publice servise which the goverment have to give to the citiziens.In our country, on 12 September, 2001, it came to its last state through 4688article of the Unions of Public Workers Law. With this law, public servants got the rightfor establishing union and being a member of it and unions for public workers becomelegal.4688 article of the Unions Of Public Workers Law appropriate for all the publicworkers to benefit from union rights, but few public workers because of their duty?sfeature, are apart from these rights. With this Law?s 15th article, civil servants in TurkishMilitary Force are not in the list. In this research, the practicability of collectiveagreement and strike rights will be investigated if it is applied to civil servants in TurkishMilitary Force.most countries in the world, in our country, public workers can notbenefit from collective agreement and union right. In that point, It lies that Governmentdoes not want to cut public service which the government have to give to the citiziens.
