Abstract (TR)
Bu çalışma Türk Ordusu askere alma sistemini değerlendirmektedir. Budeğerlendirme 19 yıllık bir dönemde her dönem askere alınacak insanmiktarlarının 19 yıllık ortalamasından oluşan değerden yıllık toplam askermiktarlarının sapmasının hesaplanması ile yapılmaktadır. Ayrıca hedefdeğerden oluşan bu sapmaları minimize edecek bir model önerilmektedir. Buçalışma ayrıca askerlik hizmet süresinin değiştirilmesi ve askere alınmayaşlarının aynı yıl doğmuş insanlar için farklı uygulanması ile sağlanan esnekliksonucunda sıfır sapma sağlayabilecek hedef asker miktarı değerlerini debulmaktadır. Çalışmanın sonuçları göstermektedir ki farklı askerlik yaşıuygulamasının esnekliği olmadan bile model her zaman uygulanmakta olansistemden daha iyi sonuçlar vermektedir.Anahtar kelimeler: Hedef programlama, Askere almaii
