Abstract (EN)

Globalization, the economy of marketing and technologicaldevelopments have resulted in great changes in labor markets. Also therehave been changes in the production techniques and the nature of productas well. Because of this changes, business enterprises have been interestedin more qualified labors. The position of the state in the area of employmentservices has not hindered increasing unemployment.It is required that private employment agencies are licensed by thestate to work in the area of employment services because of high increasingin the unemployment rate. n addition state?s position in economic lifegradually have become narrow and private employment agencies replacedpublic employment institution. Thus, in laber markets, public employmentinstitution and private employment agencies begin to work together.This thesis?s purpose in laber markets emphasized the position andimportance of private employment agencies. Thus, in this study, firstly thehistory of agency serviced in laber markets is studied in detail. Then, theirdevelopments and varieties are investigated.ILO norms and the differend state practicing of EU are studied.Developments, the public monopoly and re-structuring Turkısh Employmentoffice are researched. n addition, private employment agencies in Turkeyand their supplements for employment. Consequently, private employmentagencies in Turkey and around the World are foreseen to solution tounemployment
