Abstract (EN)
Knowledge Management at SMEs İn Turkey And Azerbaijan. Ph.D.Thesis, Ankara, 2008.Information, takes the fore front as the essential element for the social being, mankind. Throughout our lives, we are learning how to make the necessary works, tasks and the whole activities. We use our knowledge and our experiences in our social lives again and again we adapt them to the new conditions. The information management is a process alike our daily lives necessary to use the information, to carry out needed activities to be able to use it again and to adapt to new conditions. From this perspective, the main aim of the information technology is to get this subject to be usable by more people and be sharable. Hence, individuals should find necessary tools and methods to use the information to be valuable for the enterprise. Information is the crucial elemet holding the society and organisations together. From the beginning of the social organizations, the people have been passing throygh learning process with a synergy where they use their information together.The modern world that we are living in is changing rapidly. This change brings novelties continually. As the information is regenerated, the countries should chase the new technologies so that they will be one jump ahead of their rivals. In this way, the importance of SMEs are very important and they have a very key role in the economy. To have a more powerful economy the SMEs have to get information and produce it by getting gelp from the information technologies.After the independence of Azerbaijan which has close historical ties with Turkey, has face with some difficulties in its economy. Even after the long-lasting wars and distress in various issues, Azerbaijan keeps making progress ahead with confident steps. The war had some remarkable negative effects on the development of enterprises. From this point of view, the enterprises were unable to build up by benefiting from information technologies and to invest therein. From this aspect, Turkey is able to assist to Azerbaijan in terms of SMEs development. Then the more countries in question will be better benefit from information technologies, the more living standarts and level that the society therein will be high.There are some opportunities within the SMEs between Turkey and Azerbaijan and in the establishing of their substructures by using the information technologies sufficiently. In order to benefit from those opportunities, the two countries have to get into a tigh and close cooperation and make mutual economic activities high & more intensive. There should find solutions to those problems at a possible earliest time.To reach to the information community, to evaluate our natural heritages and to get rid of unjust policies impeding us from reaching information technologies we have to come together in serious and prompt manner with both communities and have to take related precautions in this concern. These two countries have to make collaboration and cooperation in every topic, not only in the subject of information community to be able to be successful world-wide.
