Abstract (EN)

Although seemingly distant from each other, the state and music maintain a close relationship. In Turkey, the state plays a significant role in the field of music by establishing music institutions and formulating pioneering, supportive or inhibitory policies for specific music genres. Despite the intricate connection between the state and music, academic studies addressing this relationship remain notably limited, particularly within the field of public administration. This research is motivated by the scarcity of such studies and seeks to answer two fundamental questions: why the state has a music policy and organization, and how it implements these policies and structures. The research focuses on the context of Turkey, spanning the period from the proclamation of the Republic to 2023, utilizing a qualitative research method for its emphasis on the "why" and "how" aspects. Data collection techniques involve literature review, archival research, policy document analysis, and organizational document analysis. Content analysis is employed as the data analysis technique. The study divides the music policy and organization in Turkey into three main periods: 1923-1960, 1960-1980, and 19802023. Within these periods, six sub-periods are identified, examining continuities and ruptures in music policy and organization through, superior organization, educational institutions, performing arts institıtions, legal infrastructure, physical infrastructure, human resources and activities related to dissemination, compilation, and control. The research findings reveal that the existence of the state's music policy and organization in Turkey is not solely to support artistic creativity. Instead, during the period from 1923 to 1960, it aimed to create music suitable for the new society during the establishment of the new state and strengthen national consciousness. From 1960 to 1980, the focus shifted to developing a qualified human resource for planned development and enhancing the cultural dimension of development. After 1980, the state aimed to support a cultural industry and economy compatible with new nationalism, conservatism, globalization, and neoliberalism. Each identified period and analysis unit requires further in-depth investigation, and it is hoped that this study will pave the way for new research in this field.
