Abstract (EN)

This study is a comparative field study of social security system in Turkey, and that is also made to find solutions to the retired people?s problems. In this study, Rapid Evaluation Methodology that uses both quantitative and qualitative evaluation methods is used because using only quantitative methods will be limited for determining both social security systems and retired people?s problems.During December 2007 and March 2009, individual interviews have been made with 150 retired people with differing sex, age income, education, profession and social security group from Istanbul.After this field study, three conclusions have been made. 1) Turkish social system cannot be corrected by parametric measures but by structural reforms. 2) The most important conclusion is that though from different income and profession groups, retired people face with different important problems. Especially, retired people with lower income do not want to stay in Istanbul. As they believe the new reforms about retirement will not improve their conditions, they are not interested in those reforms.Depending on these data, to diminish the problems that need urgent solution, it is recommended that the state 1) use the determined benefit system model for the state officials and 2) use the determined contribution model which is based on funds for the members of Social Security Organization (SSK) and Bağ-Kur officials.Keywords: Social Security, Social Insurance, Pensioner, Aging.
