Regime of administrative personnel in the context of universities in Turkey: Comparison of public and private sectors

Abstract (EN)
In this study, administrative staff regimes of state universities and foundation universities are campared. Administrative personnel working at state universities are also in the public personnel status, so they have a wide place in the study with public staff types, basic principles, appointment processes which constitute the main spine of public officials fort he purpose of making a healty evaluation and bring about the important of human resources of past day-to-day employment. The number of administrative staff working at the state universities hase been found in the Law No. 2547, administrative staff has mainly been subject to the Law No.657 on government officials. The freedom of movement that foundation universities have is not available in state universities. That is why the civil service system is based on a closed career system. The public personnel issue in the first and second sections of the study also tells us the general structure of administrative staff working at state universities. Since the foundation university administrative personnel are subject to the Labor Code and the directives governing their management have different contents, the principle of coexistence in state universities is not seen in foundation universities. As a result of the comparison of the two personnel regimes, similar and different aspects of personnel regimes of state and foundation universities in Turkey are being tried to be revealed.
