Abstract (EN)
The ombudsman institution is an important tool for implementing fundamental principles such as the rule of law and human rights, monitoring public services, and protecting citizenship rights. This practice represents an independent body that enables citizens to play a more active, accountable, and transparent role in their relationship with the state, while also overseeing the actions of public administration. The local ombudsman model aims to provide closer oversight and solutions to public demands, particularly within local administrations. This model stands out as an effective tool in resolving issues that citizens face at the local level. Local ombudsman institutions not only assess complaints but also monitor the impact of state practices and local government actions on citizens, putting forward recommendations to prevent rights violations. Keywords: Citizenship, Turkey, ombudsman, local government ombudsman, public arbitration. In Turkey, the institutionalization of citizenship rights is expected to be strengthened through the implementation of local ombudsman practices. The broader application of this model is anticipated to reinforce democratic values and allow public services to be conducted more transparently. In this context, the local ombudsman will play a significant role as both a supervisory mechanism for citizens and a model through which accountability, transparency, governance, and participatory democracy principles begin to operate for local administrations.
