Participation in local goverments in Turkey comprasion Paris

In today's World, the importance of local government has increased. In this context, the public is making the works done by the representatives they have choosen within the framework of democratic rule.This situation makes participation more significant. Participate in administration is the name of the mechanism that provides solidarity between manager and employees with aim of increasing the labour of efficency by solving the problems in an area, the boundaries of which are drawn by private property (Gümüş, 2001:13). Despite the expanding range of services for various reasons, local goverments do not have sufficent financial resources and administrative autonomy. The local authorities, not equipped with sufficient financial resources and under heavy the tutelage of the center, benefit from a variety of customization models in order to provide more effective services. Decentralization in management has made the participation more effective and important. It is seen that "active and effective participation" in this issue should be paid attention. In addition,it is expected that the citizens are interested in activities of the municipalities, and that they attempt to influence the studies towards their demands. Paris City hosts its department and commune identity on the same soil.Both types of local administrations are ruled by the council called the council of Paris. Paris, as a local government unit which has metropolitan and special administration, is divided into boroughs. Sub-regional administrations,boroughs don't have legal entity.Sub-regions are the administrative units of Paris Municipality. Istanbul is divided into 39 boroughs.Town Municipal councils are active.Their jurisdiction and responsibilities are extensive.Each town council is indipendent.The Metropolitan mayor isn't the executive supervisor of borough mayors.
