Abstract (EN)

The initial point of the thesis is to comprehend why all the under developed and developing countries have not become developed countries. Many researches have been made to understand the reasons of these differences. Because of the approaches based on the differences of states, however, comparisons were based on their economic, political, geographical differences, cultural differences of societies were not taken sufficiently into consideration. The study intends to examine the case to reach clearer conclusions. For this objective, developing-backward definitions and their varieties were examined to draw the main framework. Then, to understand the reasons of developments and under-developments, the ideas defended in the prior studies were exposed. It was noted that a clear output was not reached but a positive correlation was drawn between democracy and development. To test the validity of the evaluation, a quantitative analysis was made to expose the relations between the concept of democracy and the level of development of different countries. Considering the cause and the result, it was observed that democracy was the cause and development was the result. However, as the failure of the under-developed and developing countries in this framework is obvious, the reasons behind them have been searched. Considering that the reason could be related with the cultures of nations, the concept of culture, the relations of societies with the level of development were examined with qualitative and quantitative analyses. And lastly, thinking that national cultures can be built by internal and foreign actions, it has been reached to the conclusion that the proper instrument is education.
