Examples of cyber attacks in terms of international law

Nowadays, with the influence of developing technology and globalization, changes have occurred in the traditional structures of states and all their relations with each other. In the 21st century, war methods and tools have changed with the developing technology, and new war and attack methods in the cyberspace have emerged. The social structure, which has become more dependent on technology after the Covid-19 epidemic, has also caused some legal problems to be brought to the agenda and new issues have been discussed. Cyberspace has become one of the areas in which the actors of our age take the most active role. States, which have the most important place among the actors, resort to various methods and take security measures to ensure their security. In this study, it will be focused on whether states can establish sovereignty in cyberspace, and the approaches and rules of international law regarding how the scope of the use of force in cyberspace should be determined. Additionally, the cyber actions of non-state actors and the responsibilities arising from these actions were examined; It has been discussed how and in what situations the right to 'self-defense', which is an exception to the prohibition of using force, can be applied. As a result of the study, it was concluded that the rules of international law are applicable to the use of force in cyberspace and that the exceptions to the prohibition of resorting to force remain valid in cyberspace, and the definition of armed attack in this area was made.
