Performance determination of hospitals of Ministry of Health by Data Envelopment Analysis

The performance measure in health services is vital for using the sources in health services efficiently and effectively, enhancing the service quality, and forming reference for policy makers by considering it at micro and macro level. In this regard, the main objective in this study is, to measure effectiveness levels by using data envelope analysis (DEA) method between years 2015-2017 of A-I, A-I Dal, A-II Dal, B, C, D, and E group hospitals administered by Ministry of Health of Republic of Turkey, to determine the effective and non-effective ones, and what improvements should be made in input and/or output values of those non-effective hospitals to make them effective. In the second phase of this study, it is aimed to present suggestions to policy makers through determining effectiveness levels of hospitals by city-based classification. In order to get these results, total technical efficiency (The CCR Model) was measured under the assumption of constant return to scale and the pure technical efficiency (The BCC Model) was measured under the variable return assumption. Both measurements were conducted by using Data Envelopment Analysis Method with the data gathered from the years between 2015 and 2017 (for 3 years) of the respective hospitals. Based on the efficiency scores obtained from these two analyses, the scale efficiency of the hospitals was calculated. It is observed that they differ among others when hospitals are examined by effectiveness levels based their missions/roles. It is observed that D group hospitals have low effectiveness levels and the number of effective ones in A-I group of Training and Research Hospitals is, in general, more than in other groups.
