Abstract (EN)

In this study, the concept and structure of bureaucracy is discussed and evaluated in light of the bureaucracy theory formulated by Max Weber. The concept of bureaucracy, which is used to describe a structure in which bureaucrats are active in political life until the formation of the Conception of Classical Management, emerged with the fact of the state when taken in the real sense. In our study, the definition of bureaucracy is given. The development of bureaucracy has been tried to be revealed with its historical dimensions. In other words, the changes in the bureaucracy understanding are discussed. The aim of our study is to determine how the concept of bureaucracy is understood in various societies and which elements accelerate the term bureaucracy in the modern sense and how the organizational structure affects the contemporary bureaucracy. As a result, it is concluded that the concept of bureaucracy is used in different meanings and purposes according to the cultural, economic, social and political structures of societies. This study consists of three main parts. In the first part, the concept of bureaucracy, the second in the organizational structure and in the last section, the concept of state are discussed in the context of contemporary bureaucracy.
