Abstract (EN)

Along with the Tanzimat period, in which major transformations were experienced for the Ottoman Empire, a number of changes were made in the field of finance and the tax system was required to be put in order. It was aimed to determine and collect taxes in neighborhoods and villages through officials called muhassil(tax collector) as of the year 1844 in order to tax people who were obliged to pay taxes according to their earnings.
