Abstract (EN)
In the first part of the study, the historical development of technology is discussed. The relationship between technology and human has been tried to be revealed. Artificial intelligence is a new field of study. So, in the second part of the study, artificial intelligence is defined. The philosophical discussion of artificial intelligence has been made and the areas that it affects have been emphasized. In the last part,the effects of artificial intelligence on human rights is discussedç The new framework in international law has been put forward.
