Abstract (EN)
The rapid change in the concepts, values and understandings throughout the modern world have made the countries to make policies and targets towards adaptation to these changes. We live in an era when the humanitarian values and the understandings towards increase in individual wealth and happiness gain importance. Depending on this basis; the current Public Administration needs to renew itself within this course. In our global world; we observe that new values are adopted and new establishments and administrative structures are formed on this basis. The presence of the administrative institutions which are closer to the people has a fundamental role for detecting the social needs easily and offering efficient service. Democracy which is at the core of the locality principle is in fact a power which takes part in reflecting the social will on the implementation of the public services. The Regional Development Agencies which have an important role in the integration of the localisation trends and central government and in the regional development are considered within this scope in this study. For long years regional policies and efforts for decreasing the regional disparities have been made in Turkey. Especially the planning understanding which was set out beginning from the 1960`s is important. When these efforts and policies are taken into consideration together with its models in today`s world; it can be seen that the Regional Development Agencies are the institutionalisation of the regional policies. Within the framework of this understanding and also with the effect of the Europe Union process Turkey has taken a significant step with the Law numbered 5449 and its legal substructure by the year 2006. The agencies which were envisaged to be established at the regions determined on the basis of the statistical region units classification of the Europe Union have been established firstly at the two pilot region in Turkey. Attaining to the target development level and legislation of the regulations for eliminating the current problems and difficulties through the contribution of the developments and experiences gained will form the agenda of the next periods.Key Words1.
