Total quality management in local government organizations: Kastamonu provincial research

In this study, this descriptive study was conducted with 172 participants who volunteered to participate in the study, in order to determine the level of perception of the staff in the central districts of Kastamonu province on total quality management. In the study, the Personal Information Form prepared by the researcher and the "TQM Application Factors Scale", which was developed by Balcı (2002) to measure the degree of TQM application in public organizations and whose reliability was tested by applying in many public institutions, were used. SPSS 23. 0 package program was used for statistical analysis of the data in the study. In the evaluation of the data, sample t-test was used for dual group analysis, Oneway ANOVA for more than two group analysis, and Tukey tests for determining differences between groups. It was determined that the average age of the participants participating in the study was 34. 84 years, 80. 2% of them were male and 63. 4% of them had undergraduate and above graduation. Municipality employees' TQM total scale and sub-dimension mean scores are 3,3; organizational culture and organizational commitment 3,3; continuous improvement and process management 3,3; customer focus 3,7; employee training 3,0; leadership of top management 2,9; employee participation was found to be 3,3. In general, the dimension with the highest average in the evaluations made as mediocre is customer orientation. It is seen that improvements should be made primarily in terms of training of employees and leadership of senior management. . As a result of the study, men working in the municipality to women; According to high school and below, those with undergraduate and above graduation; single ones compared to married ones; According to other age groups of those under 30 years old; It has been determined that those working in managerial positions have a higher average compared to civil servants and other personnel.
